JOB DESCRIPTION

  1. Job Title: Chief Executive Officer
  2. Location: Bengaluru
  3. Reporting: This position will report to the Chairman, IESC
  4. Department: Infrastructure Equipment Skill Council
  5. Purpose of Job: As CEO is responsible for leading and driving the skill development activities with a view to meet the current and projected demand for skilled workforce in the infrastructure equipment industry
  6. Weightage: Percentage %of work distribution within the role dimension

7. Principal Accountabilities: The main areas in which this job must get results in order to achieve its purpose

    ROLE DIMENSION KEY ACCOUNTABILITIES
    1. Strategic Planning
    • Develop & maintain industry connect to understand market needs & emerging trends
    • Formulate broad policy framework to drive skill project within scope of various guidelines
    2. Project Management
    • Consolidate the existing operational & admin support members, after due diligence and build up team
    • Appoint/monitor after due diligence project consultants; monitor development of NOS - QPs; industry validation and govt approval of same
    • Evaluate the current Assessment Agencies on their performance and deliverables periodically.
    • Formulate protocols for affiliation of Training Partners and evaluation of Trainees
    • Support and monitor accreditation of Training Partners , Training of Trainers and Training Programs
    • Achieve laid down targets for training & certification as per the Annual Business Plan and Councils Objectives
    • Initiate tie ups with various state govts/semi govt and related institutions to drive skill development projects
    • Develop & promote skilling initiatives with the NSDC/MSDE identified countries, identify skill gap & training to promote employment opportunities abroad.
    3. Marketing & Publicity
    • Participate, as feasible in all Seminars and Exhibitions to give impetus to IESC activities.
    • Conduct IESC conclaves to market activities.
    • Launch and maintain independent website; publish and update newsletters periodically
    • Contribute to Business Magazines on skilling activities.
    4. Administrative Management
    • Ensure all statutory compliances of central /state govts/other semi govt bodies are met.
    • Organize periodic Governing Body and AGMs as per Charter; follow-up on decisions taken
    • Review with Chairman periodically
    5. Financial Management
    • Formulate financial business plan and ensure timely release of aids/grants.
    • Exercise financial prudence to limit expenses within the policy guidelines
    • Ensure timely payments of salaries, facility maintenance and other vendors bills etc
    • Ensure at all times receivables kept to minimum & timely recovery actions initiated.
    • Arrange periodic audit of accounts, and reconcile/rectify observations made.
    • Coordinate with the CA and to ensure all the govt compliances are met on accounting systems with quarterly submission of Utilization certificates and Annual P&L & Balance Sheet.

    • With related Ministries like MoRTH, MOD&Govt Bodies like AICTE, DGET, NHAI, NHIDCL
    • With PSUs CIL, MOIL and Army/Navy/Air Force Establishments
    • Promote IESCwith all State Govts and to facilitate state sponsored training programs with approved Training Partners.
    • With Academia and Training Institutions and other Knowledge Partners –
    • With counterparts in other Councils for Inter Sectoral learning and sharing

9. Qualifications & Experience: Professional with at least 20 years of relevant experience in the Infrastructure Equipment Industry with exposure to service training and skilling eco system.
